It doesn’t make sense to commit resource to a thematic review which reveals more of the same themes and learning. Especially in a system overburdened by large numbers of reviews.
How would it look to deliver a thematic review which provides a much needed overview? Or one which 'shines a light' or delivers a revelation. Clearly there are many gains to be had from these reviews. Thematic reviews that are lengthy, or overburdened with detailed figures and statistics, can lose the reader and far less consumable.
These reviews have the potential to strengthen and reinforce the power of sector led improvement. Yet they will also present unique challenges, especially when it comes to remaining proportionate.
There will inevitably be a sense of overwhelm at the start. More than one subject, more than one family. Alongside the need to be selective. Choosing the high level ideas, instead of every issue. It's tempting to allow the review and the final product to become unwieldy and ultimately less accessible to read.
