Gateshead Community Safety Board and Domestic Abuse Partnership Board, are seeking to commission an Independent Chair and Author to undertake a local Domestic Homicide Review (DHR) following a domestic homicide in Gateshead on 30 September 2019.

Case details
The case relates to the death of a female, who died on 30 September 2019, following a violent assault. The perpetrator was the victim’s husband. Both the victim and the perpetrator were 70 years old on the date of the death. There were no children present. In January 2024, the perpetrator was convicted of manslaughter and sentenced to nine years in prison.

The initial scoping exercise has identified that the victim and perpetrator were known to a number of services in Gateshead, and the perpetrator was known to services, including the substance use service, for support around alcohol use.

Gateshead Community Safety Board were informed by Police in 2023 that the case met the criteria for a DHR referral, following further investigations. Further information will be provided to the new Chair and Author once they have been appointed.

The Chair/Author will need to be an experienced individual not directly associated with any of the agencies involved in the Review.Â
The initial scoping exercise identified that the victim and perpetrator are both ex-police officers. Therefore, there is a specific requirement outline that the Chair/Author must not be employed or previously employed by any Police force.
