Review Opportunities

Halton Adult Safeguarding Board

Halton Adult Safeguarding Board is seeking to identify an independent reviewer to complete a newly commissioned Safeguarding Adult Review.

The case:

This review relates to a woman with care and support needs aged 68 years.  She moved with her sister from Liverpool to Runcorn.  She had physical needs and a diagnosis of schizophrenia. Concerns were raised by the social landlord in relation to home conditions and non-engagement with health and mental health services. The case was closed as staff were advised that the sisters were to move back to Liverpool.

A further referral was received by the local authority and again the case was closed due to lack of engagement and no concerns raised in respect of her capacity or decision making at the time of their involvement.

The case has been referred to Coroners Court.

Review Themes

  • Multi agency working
  • Management of people who do not engage
  • Mental capacity assessments
  • Cross boundary working

Required skills, knowledge and experience.

  • Experience of facilitation skills and ability to handle multiple perspectives and potentially sensitive and complex group dynamics.
  • Have demonstrable experience of using analytical, listening, report writing and communication skills.
  • Leadership experience of working within a multi-agency safeguarding environment.
  • Enhanced knowledge around the guidelines set out in the Care Act 2014 and experience of safeguarding practice, research, guidance and legislation relating to health, social care and criminal justice.
  • Evidence of skills and experience in engaging in difficult conversations with affected adults and their families
  • Experience and knowledge relevant to the circumstances in the individual case.

We will have to confirm with the reviewer at the point of commissioning what the precise remuneration levels will be for this review.
