3 Domestic Homicide Reviews for Leicestershire and Rutland Safeguarding Adults Board and Safeguarding Children Partnership

The Leicestershire and Rutland Safeguarding Adults Board and Safeguarding Children Partnership are seeking expressions of interest in the role of Independent Author/Chair for the following Domestic Homicide Reviews (x 3).

The features of the cases are as follows:
1. DHR BP
On or around the 30th August BP was found dead at home, circumstances of the death were considered suspicious and were subject to a police investigation. It was concluded that BP took her own life.
BP was a known substance misuser and there were concerns about ongoing domestic abuse with current partner at the time of death.
BP was known to community midwifery services and had recently had a baby at University Hospitals Coventry and Warwick.

2. DHR KA.
KA lived a reclusive lifestyle with his sister (his carer) and was admitted to the Leicester Royal Infirmary with multiple untreated medical conditions on 10/02/2025, subsequently dying on 18/02/2025. A forensic postmortem was conducted on 05/03/2025 with the police recording the initial findings as “pneumonia which has caused death” and “Neglect is a more than minimal contributor to his death.” Police are investigating regarding gross negligence manslaughter.

3. DHR EC
On 11th May 2025 at police were called to the home address of the victim EC (72yrs) and her husband. EC was in the street having sustained multiple stab wounds. tragically, despite medical efforts EC was pronounced deceased on scene. EC’s son was seen by witnesses stabbing his mother. He was arrested, subsequently charged with murder (currently pending trail).
The tragic events have been reported on by local and national media.
