 Bury Safeguarding Partnership is seeking an independent reviewer for a Local Child Safeguarding Practice Review

 

Bury Safeguarding Children Partnership is seeking to appoint an Independent Author to facilitate a Local Child Safeguarding Practice Review under Working Together 2023.    

 

This review concerns the death of a child, where neglect is suspected as a contributory factor.   

It is essential that the selected Author has a good understanding of health and social care practice and good child safeguarding knowledge.

The review will explore the learning regarding:-

  • Why existing safeguarding practice and systems did not protect Coral.
  • What impact Coral’s race, ethnicity and culture may have had on services’ response to them and their family.
  • How historic knowledge can be used to predict the likely trajectory, including a previous serious case review within the family. 
  • Understanding of lived experience.

 

Specific areas to be explored/aims and objectives:

  • Understanding the cumulative effects of neglect and impact on the child.
  • Understanding the impact of domestic abuse on the child.  
  • How learning from child safeguarding practice reviews is disseminated and embedded across the workforce.
  • How learning from a serious case review was used to inform subsequent assessments and how the information was used to predict likely outcomes for children still living in the family unit.
  • Areas of good practice.

 

Key Deliverables:

  • Facilitate a Local Child Safeguarding Practice Review that is compliant with the requirements set out in Working Together 2023 and includes findings, outcomes and recommendations.
  • Produce a LCSPR overview report and summary report. These reports must be anonymised, in plain English and of a high standard in terms of both content and analysis. 
  • Complete a genogram of the family.
  • Action plan with recommendations from the LCSPR to be produced (using template provided by the Business Unit).
  • Engage with family representatives throughout and at the end of the LCSPR, including presentation of the overview report, outcomes, findings and learning.
  • Engage with frontline practitioners who have worked with the family to gain insight on what worked well and what could be improved.  
  • Present the LCSPR report to the Case Review Subgroup and the Safeguarding Children Partnership.
  • Attend Coroner’s inquest (as required).

 

Demonstrate:

  • Experience of working at a senior level within health, social care, police or community safety.
  • Experience of chairing and presenting to multi-agency meetings.
  • Experience/training of case reviews.
  • Knowledge of relevant legislation and issues relating to safeguarding.
