St Helen's Children's Safeguarding Partnership

 

St Helens Children's Safeguarding Partnership (SSCP) is seeking to identify an Independent Reviewer to undertake a newly commissioned Thematic Local Child Safeguarding Practice Review (LCSPR) into Child Sexual Abuse (CSA). 

 

The cases to be reviewed include two individual cases subject to recent individual Rapid Reviews Child R and Child S who were children harmed as a result of intrafamilial CSA. The thematic review cohort will be further expanded to include wider CSA cases to triangulate the findings and understand the systemic strengthens and weaknesses of the multi-agency response to CSA within the borough.

Scope of the review:

The LCSPR will focus on the following draft Key Lines of Enquiry with a detailed scope being developed by the LCSPR Panel as part of the Terms of Reference (ToR).

 

  • Evaluate the current multi-agency response to CSA within the borough against the findings of Child Safeguarding Practice Review Panel report: “I wanted them all to notice” and the Joint Targeted Area Inspection Framework regarding the multi-agency response to intrafamilial child sexual abuse.
  • How effective is the assessment of the parents/carers protective factors in relation to considering previous abuse and the impact of childhood/adult trauma (including the effectiveness of “written contracts” to mitigate risks, and the impact of domestic abuse – coercion and control resulting in CSA).
  • How effective are the assessments of risk and intervention plans of immediate family and wider people who have access to children (including internal and external local authority checks for connected carers).
  • Effectiveness of multi-agency information sharing when there are concerns/risk of CSA (including timing of Police information sharing when investigations are ongoing).
